Govt to prepare draft policy on regularisation of illegal colonies in Delhi

Aiming to solve the problem of regularisation of unauthorised colonies in the national capital city, the Centre will prepare a draft policy on it in the next 15 days.

New Delhi: Aiming to solve the problem of regularisation of unauthorised colonies in the national capital city, the Centre will prepare a draft policy on it in the next 15 days.

A concept paper will be prepared within 15 days after which Delhi government, in consultation with the Union Urban Development Ministry, would prepare an action plan on the regularisation issue, said a senior Urban Development Ministry official after a review meeting chaired by Urban Development and Housing Minister M Venkaiah Naidu Tuesday.

Naidu reviewed various issues relating to urbanization and development of National Capital Region of Delhi with MPs from Delhi, Mayors and Chief Executives of municipal bodies including NDMC and Delhi Development Authority and senior officials of Delhi government and DMRC.

The official said there is a case for having a fresh look at regularization of all unauthorized colonies in Delhi as all unauthorised colonies would not be fully regularised in the existing guidelines as many colonies have come up since the earlier cut off-date 2007.

There are about 800 colonies awaiting regularisation nod from the government.

It was also decided in the meeting that DDA and all the municipal bodies of Delhi should get all their respective land properties mapped properly using latest GIS and Information Technology. The details of the same should be made available in the public domain.

It was suggested in the three-hour meeting that all MPs, MLAs and corporators and the general public should provide necessary information to respective agencies so that the problem of encroachment can be addressed to, said the official.

DDA was asked to submit full details of various pending court cases in respect of its lands and launch a campaign for eviction of its encroached land properties and these details should be made available to public.

It was also decided that Delhi Jal Board should take over the infrastructure built by DDA for water supply in Dwarka and other areas.

Delhi Jal Board has agreed to do so before next summer, according to the official.

It was decided in the meeting that Delhi municipal bodies, including NDMC and DDA, will undertake - Swachha Bharat Abhiyan - from September 25 (birthday of late Shri Deen Dayal Upadhyaya) till October 2, 2014 (birthday of Mahatma Gandhi). All the agencies have agreed to undertake this campaign.

The Urban Development Ministry is going to take up with Haryana government the issue of water supply through Munak Canal that augments water supply to Dwarka area.

Naidu suggested evolving of a standard operating protocol for handing over and taking over of public utilities between DDA and Delhi municipal bodies.

Creation of a separate agency for maintenance of public toilets in Delhi on public private partnership basis is to be examined by the Ministry in consultation with Delhi government.

The official said DMRC will undertake a survey for extending metro rail line to Narela-Kutubgarh and to Kondli.

DMRC was also asked to re-examine naming of some existing metro stations so as to avoid confusion among the commuters about the places they want to alight.

According to the official, DMRC was told to consider naming metro stations after distinguished personalities like late M Visveswaraiah and late Durgabai Deshmukh.

Naidu directed DDA and Delhi municipal bodies to attend to the issues raised by elected people's representatives promptly and in detail besides holding regular meetings with them.
