Law enforcement agencies should re-define their roles: J&K DGP

J&K Director General of Police Kuldeep Khoda has advocated the need for re-defining the roles of law enforcement agencies responsible for national security to tackle the increasing menace of terrorist activities.

Delivering a keynote address in a conference organized by ASSOCHAM on `National security and role of Indian Industry` here last evening, Khoda said "law enforcement agency will have to improve its capabilities for meeting new challenges by focusing on better training, improving investigations, system of intelligence gathering, capacity of preventing and reacting to terror attacks."

It may be time to re-define the roles of law enforcement agencies have been playing in the present times and the role which the Indian industry can play in future for
national security, Khoda said.

"If we are successful in developing a more productive anti-terrorist environment, the industry in collaborative relationships with the law enforcement agencies will be
required to change it existing client culture to that of security ownership and greater responsibility and the law enforcement agency from mere security awareness or knowledge to that of security enforcement and accountability," the DGP
said.

"Incidents like 26/11 terror attacks have forced us to think from an organisational perspective, as to how we are to function in the times of meeting new challenges to national security," he said.

"CISF can be provided to private industrial establishments on payment basis to deal with terror attacks or serious security threats whereas the low risk routine security
job can be performed by the private security agencies," the J&K police chief suggested.
