Law soon to regulate foreign education providers: Sibal

New Delhi: Government will soon bring a law
to regulate foreign education providers in the country and
would not allow students to be "exploited" by them, HRD
Minister Kapil Sibal told the Lok Sabha on Monday.

A law is being contemplated to put in place a mechanism
to facilitate entry of reputed foreign universities accredited
in their country of origin for further improving the quality
of higher education and research in the country, while
preventing entry of foreign institutions/universities of
dubious quality, he said.

"We will not allow our children to be exploited by
foreign education providers," Sibal said replying to
supplementaries during Question Hour.

He said another legislative proposal is also under
consideration for prohibiting and punishing those inducing
students to take admission in institutions not recognised by
the appropriate statutory authorities.

Market demand would decide the courses offered by foreign
universities and the government cannot force them to start
courses in a particular discipline, Sibal said in reply to a
question from BJP member Maneka Gandhi who congratulated the
minister for announcing "dynamic steps" for education reforms.

The All India Council for Technical Education has framed
regulations limited to collaborations in technical education
and six such collaborations have been registered by AICTE
under the said regulations, Sibal said.
