Earlier this morning, while speaking at the start of the Monsoon Session of Parliament, PM Modi said that there should be dialogue in the Parliament with an open mind. "If necessary, there should be a debate," he added.

Stalin was the first to cast his vote in the Secretariat complex and he arrived at the venue at 10 AM, when polling began.
