Melbourne: The Cricket Australia commissioned review of the sport is expected to highlight failures in development and the drop in standard of the Sheffield Shield when it is released this afternoon.
The Don Argus-led committee that prepared the review is expected to address why New South Wales continues to contribute the most Test players, and why the five other states are always looking to pinch New South Wales talent because they are struggling to develop their own.
It would be of interest to know that during the past two years, 22 players have made the Australian Test team with seven developed in New South Wales and three others, Simon Katich (Western Australia), Shane Watson (Queensland) and Nathan Hauritz (Queensland) now playing for the state.
New South Wales has produced four of the past five Test captains - Border, Mark Taylor, Steve Waugh and Michael Clarke. And Tasmanian Ricky Ponting has lived at Cronulla for some time.
Tasmania is second to NSW with four recent Test players - Ponting, Ben Hilfenhaus, Tim Paine and Xavier Doherty.
Victoria and Western Australia each have only one home-grown regular in the Test team, Peter Siddle and Mike Hussey and South Australia none.
To enhance and stream-line development Cricket Australia appointed a talent manager in each state to help nurture the best young players, the Daily Telegraph reports.
But there was dismay last season when all six talent scouts were at a Victoria v NSW second XI match keen to poach players for their states.
